Role:  General Manager 

Salary:  £23k-£27k pro rata, depending on experience

Hours: 2-3 days per week (negotiable)

Contract: One-year fixed term contract, with a six-month review, with the intention to make this a permanent position should our strategic and fundraising work enable this.

Location: Broken Spoke, St Thomas School, Osney Lane, Oxford, OX1 1NJ

About the role

We are looking for somebody to coordinate the work of Broken Spoke, ensuring that we deliver our Strategy and Business Plan in line with our organisational values. If you have experience working in a management or leadership role within a social enterprise, charity or cooperative and are values-driven, then this role might be for you. 

The Broken Spoke, as a community bike project, aims to be a safe space for everyone. We want to break down barriers so that anyone feels comfortable and welcomed to all of our activities, regardless of riding skill, mechanical knowledge, gender, race, sexuality, class, etc. We are looking for a General Manager who understands this and is passionate about working towards this goal.  

You will report to a member of the Board. You will manage the Delivery Manager and the Community Coordinator. The three of you will form Broken Spoke’s small but mighty core team, working closely with mechanics and cycle instructors, our volunteers and our Board of Directors to serve Broken Spoke’s community. Cooperation, collaboration, mutual support and skill-sharing are very important to us, and we strive to work in ways that challenge power structures and that enable all of us to thrive as individuals and as a team.


The core responsibilities of this role will be:

1/ Strategy and Business Development

  • Lead on implementing and developing our Strategy and Business Plan, enabling Broken Spoke to continue its Covid-recovery and move onto a more secure financial footing;
  • Incubate new work streams where possible, in particular to strengthen our work to break down barriers to cycling and bike mechanics for communities that are under-represented in cycling, e.g. people of colour, women and LGBTQIA+ people;
  • Hold and develop our relationships with partners, and build new partnerships and relationships to support or work.

2/ Fundraising and Financial Oversight

  • Lead on bringing in funds to support recovery from the impacts of Covid 19 and to grow our work in line with our new Strategy;
  •  Hold our relationships with funders;
  • Oversee our finances, working with and supporting our Treasurer, Bookkeeper and the Delivery Manager as needed.

3/ Human Resources

  • Lead on HR at Broken Spoke, line managing the Delivery Manager and Community Coordinator, managing recruitments and developing our HR systems as needed. 
  • Coordinate staff training and development, encouraging effective working patterns both individually and collectively, a healthy working culture, and a focus on physical and mental wellbeing across the staff team;
  • Support the Delivery Manager to manage our casual staff, and support the Community Coordinator to manage our volunteer cohort;

4/ Governance, Compliance and M&E

  • Report to the Board on operational, financial, and HR developments, maintain and develop effective internal communication channels and accountability pathways between the Board and staff team and manage staff representation on the Board;
  • Manage and cultivate Broken Spoke’s membership;
  • Manage our Risk Register and support the Board to ensure that Broken Spoke fulfils all of its legal and statutory requirements, and with other project-based work as needed.
  • Monitor and evaluate Broken Spoke’s work.

Essential Skills 

  • 2+ years in a leadership or management role
  • Experience working in or with a small charity, social enterprise or cooperative
  • Experience working with volunteers, including vulnerable people
  • Good communication skills
  • Good management and leadership skills

Desirable skills

  • Experience of business management within a volunteer-led organisation
  • Experience of managing a retail business
  • An understanding of community workshops & purpose-driven businesses
  • Knowledge or experience of the governance structures of purpose-driven businesses, including but not limited to cooperatives, community benefit societies, and community interest companies.
  • Experience of working within the cycling industry 
  • Knowledge of online communication and collaboration tools such as Google Drive and Slack
  • Experience or interest in working in a purpose-driven organisation or with campaigning or activism (paid or voluntary)
  • Enthusiasm for sustainable transport, people-powered change, and cycling!

More about Broken Spoke

Broken Spoke is a community bike project in Central Oxford. Our staff and volunteers help people from across the city to fix and ride their bikes, and get as many people on bikes as possible through courses, training and events. Broken Spoke is for everyone and we are actively working with marginalised groups across the city to make cycling an option for anybody. We’re as much about community building and inclusivity as we are about bikes. As one of our founders puts it;

We’re a community-owned organisation, accountable to our members, and working to benefit everyone in our community. Our legal structure is a Community Benefit Society with charitable objectives, and we have recognised charitable status with HMRC for tax purposes. We run on cooperative principles. Working Conditions

The role may require working some weekends and evenings, and at times outdoors.

The General Manager may be expected to contribute to other projects/carry out other tasks not detailed above as needed by Broken Spoke and in line with their skills and capacity.

The General Manager will be employed by “Broken Spoke Bicycles Limited” (trading as “Broken Spoke Bike Co-op”), registered with the Financial Conduct Authority as a Community Benefit Society with charitable objectives – registration number: 31918R.
