By 2020, congestion charging will be the norm

Expect folding-bike sales to rocket, as Luddites such as Steve Norris are swept aside by proponents of congestion charging throughout the UK. Making motorists pay for access to many key roads is just one of the predictions in a report compiled by Environment Agency boffins.

But whilst the boffins say traffic congestion will ease because of charging, the Mr Average used in the Environment Agency's predictions is said to "carefully [pick] his route to avoid congestion charges on the motorway or in any of the towns on the way."
