Former transport minister Steve Norris - the man who nodded through the national cycle strategy, a plan later adopted by Labour, although not exactly acted upon - has been named as the Conservative candidate for the mayor of London.

The election takes place next year. Norris came second to Livingstone in the mayoral election held in 2000.
